According to the council, the Local Plan will guide future planning applications and serve as the blueprint for sustainable growth until the early 2040s.

Public Engagement at the Centre

The consultation, which runs until 17 November 2025, is being described as a “critical opportunity” for Mancunians to influence how their city evolves. Council officials say feedback will shape the final version of the plan before it is submitted to government inspectors.

“We want the people of Manchester to feel ownership of this plan,” a spokesperson said.

Manchester’s Our Town Hall project, the £330 million restoration of the Grade I-listed Town Hall, is often cited by councillors as an example of how heritage and modernisation can be brought together. Officials argue the Local Plan should apply the same balance citywide.

Next Steps

After the consultation period ends, the council will revise the draft and prepare a final version. The goal is to adopt the plan by summer 2027, following examination by the Planning Inspectorate.

Residents can take part online through the council’s official website or by attending drop-in events scheduled across the city’s neighbourhoods.
